Overview

The National Policy on Education 1986 envisaged establishment of a Jawahar Navodaya Vidyalaya in each District of the country. The first two schools were started in 1985-86 on experimental basis. The number of schools have now grown to 557 spread over 34 Union States and Union Territories. These schools have over 1.58 lakhs  students on rolls. Jawahar Navodaya Vidyalayas are fully residential and co-educational schools covering classes VI to XII. Education in the Vidyalaya is free for all enrolled students including lodging, boarding, text books, uniforms etc. The Vidyalayas seek to promote and develop talented, bright and gifted children predominantly from rural areas who may otherwise be denied good educational opportunities.
The Vidyalayas are affiliated to Central Board of Secondary Education (CBSE) and impart the CBSE curricula.Admission to Vidyalayas is made at the class VI level through open test conducted at District level by CBSE. About 35,000 students are admitted every year.
 

Management

The chain of Jawahar Navodaya Vidyalaya is managed by Navodaya Vidyalaya Samiti which is an autonomous organization of the Ministry of Human Resource Development, Department of Secondary Education and Higher Education.

The Samiti functions through an Executive Committee under the Chairmanship of the Union Minister of Human Resource Development. Union Minister of State for Education is the Vice- Chairman of the Samiti. The Executive Committee is assisted by Finance Committee ,and Academic Advisory Committee in its functions.
The Samiti has eight Regional Offices for administration of Vidyalayas under their respective regions. These offices are located at places in different States. For each Vidyalaya, there is a Vidyalaya Advisory Committee and a Vidyalaya Management Committee for the general supervision of the Vidyalaya. District Magistrate of the concerned district is the Chairman of the Vidyalaya level Committees with local educationists, public representatives and officials from the District as members. NVS headquartered is presently located at Indira Gandhi Stadium, I.P.Estate, New Delhi-110 002.

About JNV South Canara

Dakshina Kannada district is a panorama of palm-fringed beaches,lush green fields and enchanting forests. It is sheltered by the soaring Western Ghats on the east and the mighty Arabian sea roaring along its western shores.With an important port,this coastal town is a major commercial centre.The lifeline of the district, the National Highway No 17 almost runs parallel to the sea for over 95 kms in the district. Nowhere does the distance between the highway and the sea exceed more than a few kilometers.

Mangalore is a long stretch of beautiful green land at the South western part of the Indian peninsula. The word 'Mangalore' means auspicious place. 'Mangala' (Sanskrit) means happiness auspicious, 'Uuru' the end suffix means 'place'. 'Mangalore' is the Portuguese corruption of the word 'Mangaluru' or' Mangalapura'. But the natives identify this place as 'Kudla' or Kodial meaning the joining of two rivers.  ('kuudu' means to join and 'ala' refers for water/river).

CONSTITUTION OF COMMITTEES:

The following committees will constituted as per the guidelines of the Samiti. This will be done in the month of May
1. Vidyalaya Management Committee
2. Vidyalaya Advisory Committee
3. Vidyalaya Purchase Advisory Committee
4. Vidyalaya Level Appointment Committee
5. Maintenance & Repair Committee

The VMC will meet minimum twice in the year and VAC minimum once in the year to discuss, formulate and carry on the tasks to develop the vidyalaya in various fields. The VAC will meet minimum once the year to discuss and find out the methods to develop infrastructure and raise the resources. The other committees will meet from time to time on "Need Basis".

ACADEMIC ACTIVITIES :

8 Unit Tests, 2 Term Tests, 8 Assignments, 4 Projects and 4 Oral Tests will be conducted for each class in each subject - as per the norms of the Continuous Comprehensive Evaluation. After each Unit test, "Remedial Classes" will be conducted for the Slow Learners and weaklings so as to bring them to the "Minimum Learning Level". Strategies will also be worked out to provide "Enrichment Programmes" for the high achievers.

Academic records such as Progress reports, teachers' record, etc., will be maintained by the teachers under the personal supervision of the Principal. The Principal will also observe the classes from time to time and suggest ways and methods to make the Teaching-Learning process more meaningful and fruitful. Usage of A.V. Aids, teaching aids and innovative methods will be stressed upon. Programmes to enhance the abilities in languages will be worked out. Correction of the note nooks, assignments, etc., will be supervised and monitored by the Principal personally. In short no stone will be left unturned to tone up the academic activities and create proper academic atmosphere in the vidyalaya.

LIBRARY :

Library Committee consisting of subject teachers will be formed to recommend purchases of the Library Books. Each section will be allotted 2 periods in the week as part of Time Table. Apart from these, Library will be kept opened during the free timing of the students - i.e, between 5.30 p.m. and 6.30 p.m. and 8.30 p.m. and 9.30 p.m. care will be taken to see that more weightage is being given to English and Hindi based books. Each child will be obliged to take books in all three languages in rotation basis. Books Review in the assemblies, projects where children will have to refer library books, CCA activities to make optimum use of the library are some of the Library based activities that have been envisaged. CO-CURRICULAR ACTIVITIES:

In order to provide opportunities for All Round development of the children and to nuture their inherent talents, Co-curricular activities have been programmed throughout the year as scheduled in the School Calendar. Apart from elocution, debate, essay writing, story writing, story telling, recitation and word building competitions in all three languages, art, singing, dance, quiz and rangoli competitions are also given place in the calendar.

Moreover, every child is encouraged to participate in the Morning Assembly. Thus, the inherent "Stage Fear" of the children will gradually be eradicated. It is obligatory for every child to come front in the morning assembly.

GAMES AND SPORTS.:

Games and sports are given due importance in the personality development of the children. Morning jogging and exercises and evening games are obligatory for every child - unless they are medically recommended. Efforts will be made to take each child proficient in minimum two outdoor games and two indoor games apart from two athletic events. A sports committee headed by the Principal will monitor the development of games and sports activities. Efforts are made to identify the talented students and train them. Kum. Supriya of XI standard participated in Volleyball, Kum. Deeksha K M of XI standard participated in Kabaddi, Mr Prabhath Kelker participated in Chess comptetition, Kum Rakshitha B Shetty of Class XI participated in Athletics, Kum Sushmitha H S of Class IX participated in Athletics of SGFI Level.

VALUE EDUCATION:

Development of values and moral will form an inherent form of the all round development of children. The Principal and other teachers will speak in the Assembly on specific themes. Value education classes are being scheduled in the time table of the vidyalaya. Every Sunday, "Sarvadharma Prayer sessions" will be conducted in order to develop secular attitudes and feelings. Festivals of all religions will be celebrated in the vidyalaya - as far as possible. National festivals will also be celebrated in befitting manner. Activities to develop patriotic flavour, realization of the sacrifices put in by the freedom fighters, etc., are also in the anvil.

COMPUTER LITERACY PROGRAMME:

As envisaged by the NVS, Computer Literacy Programme will be carried out. Every class will have 2 periods of theory and two hours of practicals per child per week. Projects based on computer, Programming on basics, activities based on Internet are conducted. Students participated in Cluster level exhibition and secured prizes. A log book for internet use will be maintained. So also will be about the working condition of the machines and other hardware. Training to the teachers is obligatory part of the CLP. Teachers are using computers for their teaching.

SCOUTS AND GUIDES:

Scouts and Guidies activities are conducted in the scool every Thursday. Students from VII, VIII and IX participate . Scout Master Mr. D.K. Naik and Guide Captain Mrs. Jayashree are giving training to the students.

JNVST:

The works of JNVST will be given a special place. Efforts will be put on to enhance the registration for 2012. The help of the Deputy Commissioner, DDPI and local official will be sought in this regard. The principal has plans to visit Taluk Head quarters along with the Deputy commissioner and work through the Tahelsidars to make it as a "Social Movement" . At vidyalaya level, through "Pace setting Activities" special programmes will be arranged for the children of class V to give them first hand knowledge of the vidyalaya. Teachers will be deputed to schools to personally propagate about JNV. The Principal will address the meetings of the Hms, conducted by the BEOs.

TOURS AND EXCURSIONS:

Tours and excursions will be arranged as per the availability of the funds and willingness of the parents to contribute subject to the approval of the R.O. The vidyalaya, as far as possible, will try to manage messing and part of traveling expenses. The aim of the tours will be to expose to the students the cultural heritage of the region, developing fellowship with the students of other JNVs and educative purposes rather than for pure enjoyment.

MESS MANAGEMENT:

Mess will be managed in consultation with the Mess Committee. The Mess committee would meet every month., analyse menu provided in the previous month, modify the menu depending on the budget, availability of the commodities in the market and the demand of the children. However, the general policy would be to provide Green salad every day, egg at least twice a week and fruits as much as possible. Groceries will be purchased on periodical tender basis. Milk will be procured from Dakshina Kannada Milk Producers Co-Operative Union Limited ( Nandini Dairy). Vegetable, egg and fruits will be purchased from the open market - employing local purchase committee. Service in the mess will be done on "Rotation Basis" by the houses. Before serving of each meal/item, the menu would be tested by the Staff Nurse and would be certified that the cooked food is fit enough to be served, In case of modification, like adding of salt etc., will be carried out before the items are served to the students.

The cleanliness in the kitchen would be the responsibility of the cook. The cleanliness in the Dining hall and around the washing area would be responsibility of the Staff Nurse and Chowkidar-cum-Sweeper.

The staff members are obliged to have their food along with the children. Each table will be headed by a staff who will supervise the eating habits of the children, monitor wastage and teach table manners to the children. In order to keep the compound clean, every evening, "Shramadhan" of 15 minutes will be obligatory for everyone.

HOSTEL ADMINISTRATION AND HOUSE SYSTEMS:

All the students will be divided into 4 houses, ie, Aravali, Nilgiri, Shivalik and Udaigiri. For the purposes of inter house competition, CCA activities, Games and sports, Mess Service system and conducting of the morning assembly. But students would accommodate as per the available space in the premises. House masters/House mistress will be appointed from among the permanent teachers. There are totally 4 House Masters and 4 House Mistress. Each house shall have a captain who will bear the responsibility of the charge of the activities of the house. Apart from the captain, each house will have 4 prefects. CCA prefect, Academic prefect, Health Prefect and General prefect. These prefects will help the house master to conduct the house effectively and without any communication gap. The teachers will be distributed among the houses as tutors.

HEALTH, HYGIENE AND CLEANLINESS:

Heath, hygiene and cleanliness will be given due importance on day to day basis. Children are been convinced and taught to throw the waste materials in the dust bins. Enough number of dust bins have been provided at various places in the vidyalaya. Efforts are been made to see that rain water does not stagnate. Arrangements for making them flow to the drainages will be made. The personal cleanliness of the children is been monitored on daily basis. Health of the children is given timely and due care. Every morning the Principal will personally check the Health register, communicate with the children and find out about "health Problems". In cases of prolonged health matters and serious cases, the children will be sent to hospital. Based on the advices of the doctor, they may be sent home for personal care of the parent and treatment by the specialists.

A government doctor will be appointed as the "Vidyalaya Doctor" on honarorium basis as per the norms of the Samiti. He shall visit the vidyalaya and check the children at least twice a week. Apart this he also inspect the prevailing hygienic conditions in the vidyalaya workout on the calories of the mess menu served and suggest modifications, which will be carried out. Nails, teeth, hair, ears and other parts of the physique of the students will be checked on regular basis to maintain better health and hygiene.

SAFETY AND SECURITY MEASURES:

Safety and security of the children will be treated as "The top most priority subject" especially girl children will be given more care. As per the norms of the Samiti, male member will not be allowed to enter the Girls Dormitories. In case of repairs, concerned technical person will work under the supervision of the house mistress or one of the female staff deputed by the Principal for the purpose.

In order to avoid stings by the reptiles, children are advised not to walk bare-feet and always walk on the corridors- which are well illuminated. Walking in the dark and bushy areas will be avoided by the children. Children are advised and monitored not to deal with the electrical gadgets.

No child will be sent out of the vidyalaya without any purpose and without proper escorts. No strangers will be authorized to meet the child.

ANNUAL STOCK VERIFICATION: Annual stock verification will be carried out in the month of march. The recommendation of the verification committees will be implemented. which will include repairing and servicing of items, purchases of materials, etc.,

MAINTAINANCE AND REPAIR WORKS:

M&R works will be undertaken as per the recommendations of the committee formed for the purpose. The committee will have the guiding Principals of the need, safety and security of the children and their hygiene. Civil works and electrical works, as recommended by the committee, shall be carried out without loss of time.

GENERAL ADMINISTRATION OF THE VIDYALAYA AND CORRESPONDANCE:

The general administration of the vidyalaya will be carried out in a democratic manner. Except on policy matter affairs and financial affairs which will be done as per procedures and norms, all other matters will be discussed thread-bare in staff meeting which will convened once a month. The activities of the month, modus operandi to carry out the same, academic matters and development of the children will be discussed. Solutions of the problems and the suggestion shall be sought from the staff. However, the financial decision will be taken by the Principal based on the availability of the resources and assessing the needs. In short, with paradigm, "Maximum utilization of the available resources" will the guiding Principal.

STAFF WELFARE MEASURES:

Staff welfare measures will be taken promptly in accordance with rules. Their personal claims will be settled as early as possible. Loans such as CPF loan, Festival Advances, TA/DA claims, etc., will be settled at the earliest depending on the availability of the funds and following norms and the guidelines of the Samiti. The grievances of the staff, if any, shall be attended as per the procedures.

PARENTS-TEACHERS' COUNCIL:

The Parents-Teachers' Council will work as a facilitator of identifying the areas where more attention is to be bestowed. It would work as a bridge between the administration and parents- within ambit of it's limits. However, it shall have no say in the policy matters and day-to-day administration of the vidyalaya.

CONCLUSION: All the activities of the vidyalaya will be directed with the single motto of "Development of the Child" and "Child centered". This, in turn, will enhance the reputation of the vidyalaya. The administration of the vidyalaya fully realizes the hazards of the formative years of the Vidyalaya and measures need to be taken to offer proper direction so as to establish desirable and healthy practices.
